The Kenya Environmental Lawyers Association (KELA) submitted a formal complaint to the National Environment Management Authority (NEMA) concerning an unattended deep excavation site located near Rahimtulla Tower along Upper Hill Road, Nairobi.


The excavation has been left unattended for years and has since filled with stagnant water, creating a serious public safety hazard and an environmental health concern.
Key Risks Identified:
- Drowning hazards
- Breeding ground for disease-carrying mosquitoes (malaria & dengue)
- Increased risk of disease spread
- Soil erosion affecting nearby buildings and land stability
KELA notes that the site violates national environmental laws and contravenes NEMA’s land use regulations and safety guidelines.
KELA has urged NEMA and the relevant authorities to take immediate remedial action to secure the site and enforce environmental compliance.
